On March 17, six Chinese ministries including the Ministry of Commerce, National Development and Reform Commission, the Ministry of Transport, the General Administration of Customs, the State Post Bureau and the Standardization Administration jointly issued the Special Plan for the Development of Electronic Commerce Logistics (2016-2020) (hereinafter referred to as the Plan).
The Plan pointed out that, in recent years, China’s e-commerce logistics maintained a rapid growth with the enterprises’ development diversified, the operation modes innovated, and the service capacity improving obviously. E-commerce logistics has become an important part of modern logistics and also a new power to promote the development of our national economy. With the transformation and upgrading of the national economy, the development of Internet and IOT (Internet of Things), as well as the further improvement of infrastructure, the demands for e-commerce logistics will maintain a rapid growth. The service quality and innovation capacity are expected to be further promoted. The trend of channel sinking and “going out” will be even obvious, and e-commerce logistics will enter the new stage, comprehensively serving social production and people’s living. Accelerating the development of e-commerce logistics is of great significance to enhancing the level of e-commerce, reducing logistics cost, promoting circulation efficiency, leading production, meeting consumption and promoting the structural reform of supply.
The Plan consists of 5 parts including the current situation, the guiding ideology, the planning principle and development goals, the major tasks, the major projects, the organization and implementation, and the supporting measures.
The Plan put forward that, an e-commerce logistics system with perfect layout, optimizing structure, strong functions, efficient operation and quality service should be basically formed by 2020. The Plan clarified 7 tasks including establishing the logistics network system to support the e-commerce development, enhancing the standardizing level of e-commerce logistics, improving the informatization level of e-commerce logistics, pushing forward the intensive and green development of the e-commerce logistics enterprises, accelerating the e-commerce logistics development of small and medium sized cities and rural areas, speeding up the e-commerce logistics development in the field of people’s livelihood, and constructing an open shared cross-border e-commerce logistics system. At the same time, the Plan put forward eight corresponding major projects including the standardization project of e-commerce logistics, the public information platform project, the rural service project, the community service project, the cold-chain logistics project, the green circulation project, the cross-border project and innovation project. In order to organize implementation and for guarantee, the Plan put forward 5 requirements including strengthening the implementation and organizing of the Plan, creating a favorable development environment, strengthening and optimizing policy support, optimizing credit and supervision system, and optimizing the statistical monitoring system of e-commerce logistics.
According to the requirements of the Plan, the related departments including the Ministry of Commerce, the National Development and Reform Commission, the Ministry of Transport, the General Administration of Customs, the State Post Bureau and the Standardization Administration should, under the comprehensive coordination mechanism of national modern logistics work, strengthen coordination, focus on major tasks and implement the responsibilities in order to form the joint force. The related local departments, according to the goals and tasks of the Plan, should strengthen their guidance to the development of local e-commerce logistics, formulate specific implementation plans as soon as possible, optimize and specify the related policies and measures, and well complete all the tasks. The Related social organizations like the associations, the chambers of commerce and leagues should be self-disciplined, carry out their tasks of industrial studies, standards and implementation, statistics and monitoring, personnel training and publicity, to promote the sound development of this industry.
